Unemployed engineer needs help with job searching!?

I'm 24 and graduated from civil engineering in October 2010. The program I graduated from is a 5-year ABET accredited program. My GPA is 3.21 and I also got a certification in project management from the same university I graduated from. I already passed the NCEES Fundamentals of Engineering Examination, which is an important milestone for any Future licensed engineer. There are many more things i could say I've done but unfortunately I still have not been able to impress anyone. Although my first language is Spanish, i everyone tells me my English is good. I'm currently working as server and i really feel like I've wasted a lot of time studying.
